All below important provisions that were being implemented through this Indian Council Act of 1861 are discussed in this Audio Tutorial. In short some of these provision are -
1. Decentralisation process was initiated by restoring the legislative powers of Bombay Presidency and Madras Presidency.
2. News legislative councils were formed in order to provide a further boost to the process of decentralisation. These new legislative councils were -
Legislative Council of Bengal in 1862
Legislative Council of North Western Frontier Province (NWFP) in 1866
Legislative Council of Punjab in 1897
3. It made provisions for the nomination of some Indians as the non-official members of the expanded Viceroy's Legislative Council. The nominated members in 1862 were The Maharaja of Patiala, The Raja of Benaras, Sir Dinkar Rao.
4. During an emergency the Viceroy was given the exclusive power to legislate without consulting the Legislative Council.
