Some Important Points -
1. Article 15, 16, 19,20 and 29 in Part 3 of the Constitution contains those fundamental rights which are available only to the citizens of India and not to non citizens(aliens)
2. Article 32 contains the provision of writ jurisdiction of the Supreme Court for the enforcement of Fundamental Rights of aggrieved citizens.
3. Article 226 contains the provision of writ jurisdiction of the High Court for the enforcement of Fundamental Rights and all other legal rights of aggrieved citizens within its jurisdiction.
The point 2 and 3 above states that the writ jurisdiction of the High Court is wider than the writ jurisdiction of the Supreme Court as the Supreme Court can issue writs directly only when the fundamental rights are violated and not when a legal right is violated. For the enforcement of legal rights citizen has to report the matter to lower courts first.
